Biography: Jay served as booys basketball officials assigner in the West Suburban Conference for 30 years.  He was instrumental in using technology to assign officials.  Jay introduced the Arbiter Officiating Software in Illinois, thus eliminating individual manual keep-up records.  it standardized all conferences into a unified system throughout northern Illinois.  He was an administrator of the Chicagoland High School Basketball Coalition, which had 1600+ members.  He was a licensed official for over 45 years.
