Biography: James Skinner worked his way up through the ranks of officiating. His career ran from 1937 to 1958. Skinner began working games in the Chicago Parks and CYO Leagues in addition to the YMCA Industrial Leagues. In 1939 he was assigned to his first Chicago Public League and Chicago Catholic League games. He also began to work games in the suburbs. From 1939-1941 Skinner worked the National Catholic High School Tournament held at Loyola University. During his career James worked six IHSA regional tournaments along with five IHSA sectional tournaments. Additionally, he was tabbed to work six NCAA regional games. From 1947-1958, Skinner worked assignments in the Big Ten, Missouri Valley, Mid-American, South Eastern, Big Eight, and College Conference of Illinois. He also was invited to work the National AAU Industrial League with a spot in the 1953 championship game.
